OMMA processes patient applications within 14 business days. If OMMA approves the application, your physical card is mailed via USPS first-class mail. You can also use the official OMMA approval email or proof of approved status in the MedPortal while the card is in transit, together with a valid government-issued photo ID. The standard OMMA patient application fee is $100 plus a $4.30 credit card processing fee. Oklahoma offers a reduced fee of $20 plus $2.50 processing for applicants who provide acceptable proof of Medicaid (SoonerSelect), Medicare enrollment, or 100% disabled veteran status. Fees are non-refundable and paid directly to OMMA through the MedPortal using Visa, MasterCard, or Discover.
Per 63 O.S. § 420, a licensed patient may possess up to 3 ounces on their person, 8 ounces at home, 1 ounce of concentrate, 72 ounces of edibles, plus 6 mature plants and 6 seedlings for home cultivation. Oklahoma also provides statutory protections in employment, housing, custody/visitation, and medical care under 63 O.S. § 425 and 63 O.S. § 427.8. For Stillwater employees, license status alone generally remains protected, but beginning November 1, 2026, HB 3127 allows employment action based on a positive marijuana test when consistent with a legally compliant written workplace-testing policy. Safety-sensitive roles are subject to zero tolerance, and federal requirements may also limit protections.
